You did not choose this profession because you loved regulations.

You invested years learning a profession that demands both competence and compassion. For many agency owners, that commitment did not disappear when you opened your organization. The caregiver simply became the leader.

Today, your responsibility reaches further than the care itself. You guide teams, support families, make difficult decisions, and carry the quiet weight of serving people during some of the most vulnerable moments of their lives. Much of that work happens without recognition because when care is delivered well, the effort behind it is almost invisible.

We see that.

The same heart that draws people into caregiving rarely draws them toward governance, documentation, operational structure, and regulatory complexity. Yet those responsibilities have become inseparable from delivering exceptional care. They are no less important, but they are rarely why someone answered the call to serve.

After decades spent working alongside home care and home health agencies, one question continued to surface.

Organizations had dedicated professionals. They had information. They had policies. They had experience.

So why did the same deficiencies continue to appear?

The answer was rarely a lack of commitment. It was rarely a lack of intelligence. More often, it reflected the reality of people leading increasingly complex organizations. Good governance does not expect perfect people.

It creates an environment where the right decisions become easier to make, easier to understand, and easier to preserve.

That belief became the foundation for PARE.
